New Delhi: After differences in the Cabinet over the proposed changes in the new anti-rape Bill, the government has finally made some headway. A Group of Ministers (GoM) headed by Finance Minister P Chidambaram is likely to finalise the Bill for Cabinet approval on Wednesday.


Sources suggest that the Bill is likely to stick to the reduction of age from 18 to 16 for consensual sex. Women and Child Development (WCD) Minister Krishna Tirath had objected to this on grounds that it would help rapists get away. Legal experts within the government like Chidambaram and Kapil Sibal argued that in villages and among Muslims the age of marriage is sometimes as young as 14.


Chidambaram and Sibal have also argued that Indian Penal Code (IPC) fixes age of consent at 16. Another Union Minister Kamal Nath has said that if there is an all-party consensus on March 18, then the anti-rape Bill will be bought in Parliament on that day itself.


Sources say the Group of Ministers suggest sticking to the women centric word rape instead of sexual assault. Union Law Minister Ashwani Kumar has expressed confidence that the anti-rape Bill will be tabled in this session of Parliament. The minister refuted reports that there were fundamental differences within the Cabinet over its key provisions.


Several parties have reservations with definitions and possible misuse of the new set of laws but the government has said that it will bring the anti-rape law before March 22. "There is need to make the law civil, so that it's not used for corruption. We will bring this law before March 22 in this Budget session itself," said Union Law Minister Ashwani Kumar.


The Cabinet deferred the anti-rape Bill on Tuesday due to lack of unanimity. A group of ministers along with lawyers will now look into the points of differences and will come back to the Cabinet. The group of ministers met on Tuesday evening.


Sources said the government wanted to ensure that the Bill stood legal scrutiny. Meanwhile, despite the differences, the Law Minister said that he was confident that the proposed anti-rape Bill will be tabled in the ongoing Budget Session of Parliament.


There will be safeguards so that no frivolous complaints can be made on issues like stalking and voyeurism.

Views ::162 New Delhi: Two chain snatchers were arrested here, police said on Sunday. Ajay, a resident of Ramesh Enclave, and Rahul, a resident of Aman Vihar, were arrested yesterday while they were coming from Sultanpuri on a stolen motorcycle.
 
Three gold chains were recovered from their possession, a senior police official said.

"During interrogation, they told police that the bike was stolen from Begumpur area and are committing thefts as they are jobless," he said.

Earlier, they were arrested by crime branch and after release from jail they had gone to their native village in Rajasthan for diverting the attention of police. They returned about-two-month ago to Delhi, police said.

The humidity at 8.30 a.m. was 54 percent.

According to the India Meteorological Department (IMD) the skies would remain clear and sunny through the day but there will be a slight chill in the evening.

"The nippy winds will blow through the day so the evening will be a bit chilly. The maximum temperature is expected to hover around 23 degrees Celsius," said the official.

Saturday's maximum temperature was recorded two notches below average at 23.4 degrees while the minimum settled a notch below average at 10.5 degrees Celsius.

Rabbit and tortoise story
Views ::145 Once upon a time a tortoise and rabbit had an argument about who was faster.
They decided to settle the argument with a race. They agreed on a route and
started off the race.

The rabbit shot ahead and ran briskly for some time. Then seeing that he was
far ahead of the tortoise, he thought he would sit under a tree for some time
and relax before continuing the race. He sat under the tree and soon fell asleep.
The tortoise plodding on overtook him and soon finished the race, emerging as the
undisputed champ. The rabbit woke up and realized that he had lost the race.

The moral of the story is that slow and steady wins the race. This the version of the
story that we have all grown up with.

The rabbit was disappointed at losing the race and he did some soul-searching. He realized that he had lost the race only because he had been overconfident,careless and lax. If he had not taken things for granted, there's no way the tortoise could have beaten him. So he challenged the tortoise to another race. The tortoise agreed.This time, the rabbit went all out and ran without stopping from start to finish.
rabbit won by several miles.

The moral of the story?

Fast and consistent will always beat the slow and steady.

Its good to be slow and steady; but it's better to be fast and reliable.

But the story doesn't end here..........

The tortoise did some thinking this time, and realized that there's no way he can beat the rabbit in a race the way it was currently formatted. He thought for a while, and then challenged the rabbit to another race, but on a slightly different route. The rabbit agreed. They started off. In keeping with his self-made commitment to be consistently fast, the rabbit took off and ran at top speed until he came to a broad river. The finishing line was a couple of kilometers on the other side of the river. The rabbit sat there wondering what to do. In the meantime the tortoise trundled along, got into the river, swam to the opposite bank, continued walking and finished race.

The moral of the story?

First identify your core competency and then change the playing field to suit your core competency.

The rabbit and the tortoise, by this time had become pretty good friends and they did some thinking together. Both realized that the last race could have run much better. So they decided to do the last race again, but to run as a team this time. They started off, and this time the rabbit carried the tortoise till the riverbank. There, the tortoise took over and swam across with the rabbit on his back. On the opposite bank, the rabbit again carried the tortoise and they reached the finishing line together. They both felt a greater sense of
satisfaction than they would felt earlier.

It's good to be individually brilliant and to have strong core competencies but unless you are able to work in a team and harness each others core competencies, you will always perform below par because there will always be situations at which you will do poorly and someone else does well.
